Berkeley County Passes 2012-2013 Budget


Berkeley County officials are pleased to announce the county’s 2012-2013 budget was passed in a special session of County Council on Friday, June 29th. A summary of the events which transpired throughout the week include:

  • A regular session of County Council was held on Monday, June 25, 2012.
  • The motion to approve the 2012-2013 budget failed by a vote of 5-3.
  • Pursuant to SC statute 4-9-140 Berkeley County is obligated to adopt operating and capital budgets prior to the beginning of each fiscal year.
  • Subsequently, Supervisor and Chairman of County Council Dan Davis held a special council meeting on Friday, June 29, 2012 to propose a resolution allowing for the continuation of county operations beyond FY12, which ends on June 30, 2012.
  • During the special meeting, Councilman Steve Davis made a motion to reconsider the budget. The motion to reconsider passed. A motion to approve the budget was then made and properly seconded, and the motion carried with a 4-2 vote.
  • Councilman Caldwell Pinckney, Councilman Steve Davis, Councilman Bob Call and Councilman Jack Schurlknight voted in favor of the motion. Councilwoman Cathy Davis and Councilman Philip Farley voted against the motion. Councilman Fish exited the meeting prior to the call of the vote. Councilman Tim Callanan was not present to vote.

Supervisor Dan Davis presented his recommended budget to County Council on Tuesday, May 22, 2012. The proposed budget included no tax increase. The heart of Monday’s debate was concern over lack of financing for the Trident Technical College School of Nursing and Science Building. Councilman Jack Schurlknight, chairman of the Committee on Finance, pledged to address this matter at the next Finance Committee meeting.
