Berkeley County received a direct allocation from the U.S. Department of Treasury as a qualifying entity for the Coronavirus State & Local Fiscal Recovery Funds (SLFRF), which is part of the American Rescue Plan Act (ARPA). Based on federal formula, Berkeley County received $44,268,263 (50% in May 2021 and the remaining 50% to be paid in 2022).
ARPA funds may cover costs from March 3, 2021 through December 31, 2024 (funds must be obligated by December 31, 2024 but work does not have to be completed until December 31, 2026). Premium Pay can be provided retroactively back to January 27, 2020.
Eligible Uses of State & Local Fiscal Recovery Funds
These funds are provided to Berkeley County to meet pandemic response needs and rebuild a stronger economy during recovery. Per guidance from Treasury, eligible uses for these funds fall within 5 different categories.

Limited to one survey per household
The Finance Office is working to calculate “Lost Revenue” based on the formula provided by US Treasury. To the extent the County can document a reduction in revenue due to the COVID-19 public health emergency, SLFRF can be directed to recoup that revenue and be used for all types of County expenses (excluding reserve funds and debt service payments).
