Vehicle – New Application Motor Vehicle Bill

  1. Primary Owner Driver’s License
  2. Title, Bill of Sale, or Out of State Registration Card

Vehicle – Change of Address

  1. Registered owner’s driver’s license with new address.
  2. Registered owner’s vehicle registration card with new address.

Vehicle – Refund Request

  1. SC DMV Form 5051
  2. AND one of the items listed below:
    • SC DMV Form 4043 (Affidavit of Repossessed Motor Vehicle)
    • A letter from the leasing company indicating the lease was terminated. The letter must be signed. The letter must include the year, make, and vehicle identification number (VIN).
    • A letter on insurance company letterhead indicating the date of loss and the date the settlement was made. The letter must include the year, make, and vehicle identification number (VIN).
    • A copy of the bill of sale OR a copy of the signed-over title (front and back) OR a copy of the new owner’s registration card indicating the vehicle was transferred into a new name.
    • A letter from the lienholder indicating the date the vehicle was repossessed. The letter must include the year, make, and vehicle identification number (VIN).
    • A copy of the new state’s registration card.

      Homestead Application

      Requirements: • Property at 4% for legal residence •  

      1. Updated Driver’s license
      2. Proof of age – Birth Certificate/SC Driver’s License
      3. Legally Blind – A signed letter from licensed ophthalmologist on letter head with effective date
      4. Disability – Documentation of disability from a state or federal agency with entitlement date Please be aware that additional documents may be required for unusual circumstance (i.e. marriage license)

      Disabled Veteran

      1. VA Disability Letter: A signed letter from the U.S. Department of Veterans Affairs certifying a 100% total and permanent service-connected disability with no further examinations required.
      2. Vehicle Registration: The vehicle must be fully registered with the DMV.
      3. Marriage License (if applicable): If you are married and your spouse’s name is also listed on the property, please bring a copy of your marriage license.
      4. For Home Applications: The property must first be approved for the 4% legal residency classification before applying.

      Watercraft Tax Bill

      1. Primary Owner Driver’s License
      2. Title, or Bill of Sale.
