Berkeley County is now accepting applications for Community Development Block Grant - CDBG
funding. Please find the application and other pertinent information regarding the application

This funding cycle is for the Program Year (PY) 2024. For PY 2023, Berkeley County was allocated
$1.28 million from HUD. With that allocation, 10 projects were awarded funding. The County is
expecting to receive the same allocation for PY 2024.


ELIGIBLE ACTIVITIES


Eligible CDBG activities include, but are not limited to:

  • Acquisition, construction, or renovation of public facilities and infrastructure (i.e. parks,
    neighborhood centers, water, sewer, and street improvements);
  • Improvements needed to remove physical barriers for persons with disabilities;

LOW – AND – MODERATE – INCOME REQUIREMENTS


CDBG activities must primarily benefit low- to- moderate income residents.

APPLICATION INSTRUCTIONS

  • A complete application must be submitted no later than the posted deadline. NO EXCEPTIONS!
  • Late applications WILL NOT be considered, and incomplete applications MAY NOT be considered.
  • Eligible applicants are nonprofit organizations or municipalities within Berkely County
  • Berkeley County cannot provide a personal or for-profit grant.
  • A separate application must be submitted for each project from an organization.
  • All applicants must be registered at http://sam.gov when the application is submitted so that a search can be conducted regarding debarment from receiving federal funds.
    • There is no cost for this registration.
    • The entity’s legal name and address number must match the information provided on the application for funding.
    • When registering or updating the sam.gov registration, the applicant must opt-in for public view.
    • The registration can take five to seven business days to process.
  • The Conflict-of-Interest MUST be completed by all board members of officers, all senior staff and all staff directly involved in the proposed CDBG activity/program and included with the application.
  • Applicants should demonstrate a clear understanding of all aspects of proposed project(s) and provide detailed documentation of such. (Secured leveraged funding, cost estimates and design drawings from engineering firms, long term maintenance plans,
  • etc.)
  • Regardless of the objective being achieved, Berkeley County may not fund an applicant’s project if it too closely duplicates any activities already undertaken by the Community Development Department.
  • Grant funds may not be used to pay costs if another source of financial assistance is available to pay that cost.
