departmentCole Shirley is the Director of Berkeley County Emergency Management, bringing extensive experience in public safety, emergency response, and crisis communication to the role.
A South Carolina Certified Emergency Manager, Shirley has supported multiple Emergency Operations Center activations across the state, including several in Berkeley County. His background includes service as a firefighter and nationally registered paramedic, and he holds FEMA’s Advanced Public Information Officer certification—credentials that have honed his communication and coordination skills during critical incidents.
Shirley previously served as the County’s Fire Service Coordinator. As Emergency Management Director, he oversees the County’s emergency preparedness, response, and recovery operations, ensuring the safety and resilience of Berkeley County communities.
