To responsibly utilize taxpayer dollars to build, improve, and maintain infrastructure throughout the County with the goal of reducing congestion, enhancing safety, and improving quality of life in our communities for generations to come.

Mission Statement

The One Cent Sales Tax, otherwise referred to as the “Penny Sales Tax,” adds one cent for every dollar spent on taxable items in Berkeley County. The revenue generated from this tax is used to support projects related to roadways, infrastructure, and the preservation of greenbelts throughout Berkeley County.

Berkeley County’s One Cent Sales Tax Program was established in 2008. Voters approved additional referendums in 2014 and 2022, allowing the program to continue. Notably, the 2022 referendum introduced funding for greenbelt preservation projects for the first time in the program’s history.

Within the OCST program, the County also created the Dirt-to-Pave program, which paves roads often found in rural communities. To date, the county has completed 70 dirt-to-pave projects from both the 2008 and 2014 referendums.
