  1. This Development Review Application shall be used for all INITIAL OR REVISIONS to a previously approved, Single-Site Development Plan, Preliminary Subdivision/Infrastructure Construction Plan, and Final Plat, including Family Subdivision Plat submittals that DO NOT meet the requirements to be processed as a Minor Subdivision Plat, submittals.
  2. Applications for Exempt and Minor Subdivision Plat Submittals shall follow the instructions available on the website available here.

Application Process and Requirements:

  1. The email address provided by the Applicant will serve as the primary method of communication and means to submit materials for review, pay fees, and access relevant information in the E-Review Portal.
  2. The Applicant DOES NOT upload/attach any files with this Application.
  3. Once the application has been reviewed and processed by the Plan Case Administrative Assistant and BCWS (when applicable), a notification email will be sent to the Applicant (1) containing the 10-Digit Plan Case umber(s) created to track the project(s) and (2) requesting the plans, documents, and the payment of fees required for Coordinated Departmental Review. If the project is to be reviewed by all County departments including BCWS), the Applicant will receive one (1) notification email regarding the PLSP, PLPR, PLFP, or PLFS plan case and one (1) notification email regarding the WSPD or WSOPS (BCWS) plan case.
  4. All plans and associated materials intended for review shall be uploaded to the EReview Portal under the 10-Digit Plan Case Number created to track the submittal. Resubmittals to previously-reviewed, but not yet approved, submittals shall be submitted through the E-Review Portal in accordance with the published procedures.

    Berkeley County is updating the development warranty process. Unless a development has an existing development agreement or planned development with language addressing their warranty and platting process, developments that were initially submitted after January 1, 2024 will be required to go under warranty prior to final plat approval and the issuance of building permits.

      Stormwater discharges to Special Protection Areas with sensitive resources or that have existing flooding or water quality problems [e.g., recharge areas, water supply reservoirs, TMDLs, and 303(d) listings] are subject to additional performance criteria.

      I understand and agree that I am responsible for scheduling separate inspections with the Planning & Zoning Department, Stormwater & Engineering, and BCWS to request project close-out, Certificate of Occupancy and/or Certificate of Completion.       THIRD PARTY REVIEW PROCESS CONSENT

      By signing and submitting this form, I acknowledge that I am aware of the expectations for Third-Party Review, will be responsible for remitting payment of fees applicable to Third-Party Review, and understand that, once an authorization to proceed is issued to the Third-Party Review (TPR) consultant, the plans, including subsequent resubmittals seeking to address comments, are required to be reviewed in the same process as the initial submittal and by the same consulting firm. I also understand that, if following review of the third resubmittal, comments have not been substantially satisfied, the County Project Manager(s), together with the Third-Party Reviewer, reserve the right to require a meeting with the me to discuss at my expense the review comments and potential remedies.
